What does the student accommodation market in Cymru look like?
Student housing in Wales is concentrated in the south. Cardiff is the largest market, with three universities: Cardiff University, Cardiff Metropolitan University and the University of South Wales. Swansea is the second, built around Swansea University's Singleton Park and Bay campuses and the University of Wales Trinity Saint David.
Beyond the two cities, university towns such as Bangor, Aberystwyth and Wrexham have smaller, university-led markets. Bangor stood out in Knight Frank's 2025/26 rental index, posting one of the notable increases while the UK average for all room types slowed to 2% (Knight Frank, 2025/26).
The two city markets are moving in different directions. Cardiff has approved tall schemes in the city centre and on Newport Road (Nation.Cymru, September 2024), and Cardiff University has consulted on 665 beds at Gabalfa (Global Student Living, July 2026). In Swansea, where the university houses thousands of students on campus, three city-centre student blocks sought other uses within a year (Swansea Bay News, September 2026). A lender treats them as separate markets, not as one Welsh story.
How are the rules for PBSA different in Wales?
- Planning. Welsh schemes are assessed against Planning Policy Wales and the local development plan, not the NPPF. Swansea's plan directs PBSA to the city centre and treats it as a Unique Use outside the standard classes (City and County of Swansea, 2019). Cardiff's Replacement LDP, at examination in July 2026, proposed limiting new PBSA to the city centre and Cardiff Bay.
- HMOs. Changes to the Use Classes Order in Wales mean turning a house into a small C4 HMO needs planning permission, and councils apply concentration thresholds (City and County of Swansea, 2019).
- Tenancies. The Renters' Rights Act 2025 tenancy reforms apply in England only. Wales has its own housing law, and we check the current position for each operator rather than assume the English one.
- Building safety. Building regulations are devolved, so the English Gateway 2 process run by the Building Safety Regulator is not a direct guide to Welsh timescales. We confirm the Welsh requirements for tall buildings on each scheme.
How do we finance student housing in Wales, UK?
We arrange every stage, from site bridging to long-term investment debt. Several lenders publicly market PBSA finance on both sides of the border: United Trust Bank, for example, launched PBSA lending from acquisition to investment for schemes in England and Wales in September 2025 (United Trust Bank, September 2025). Naming a lender here describes the market; it does not mean we have a relationship with it.
Welsh schemes are often smaller than big English city towers, and some are existing blocks that need refinancing or repositioning. Lenders focus on the building's trading record, its position against university stock and its planning status. Indicative development debt runs at 60 to 70% loan to cost and term debt at 55 to 65% LTV, subject to status, valuation and lender criteria.
