Leeds has one of the best-documented student housing markets in the UK, and the evidence is mixed: a large pipeline, some of the highest void rates and marginal rent falls in 2025, but a University of Leeds intake that has grown. Lenders will fund the right scheme here, but they will test supply harder than in most cities.
What is in the Leeds, UK student accommodation pipeline?
2 purpose-built student accommodation applications were lodged in the 12 months to H1 2026: 0 approved and 0 pending. Over the same period, 38 applications sought to convert homes into student HMOs.

What is happening to student numbers in the City of Leeds?
The two big universities are moving in different directions. The University of Leeds took 9,200 undergraduates in 2024, up from 7,800 in 2023, while Leeds Beckett fell to 4,600 from 5,200 (Leeds Property Association, reporting Unipol, January 2025). Leeds Beckett is also becoming more regional: its share of undergraduate acceptances from Yorkshire and the Humber rose from 44.7% in 2016 to 55.0% in 2025 (HEPI, April 2026), and local students can more easily live at home.
A study of student accommodation Leeds City Council commissioned from Unipol counted 60,013 full-time students and 23,114 PBSA bed spaces in 2022/23, up from 50,491 students and 18,084 beds in 2014/15 (Unipol, February 2024). On those figures, our calculation is roughly 2.6 students for every PBSA bed. The same study counted a known pipeline of 8,278 beds for 2024/25 to 2027/28 and expected new provision to all but stop for the summers of 2025 and 2026. Those are the latest verified stock figures; nothing more recent has been published at city level.
Where is student accommodation built in Leeds, England?
Leeds city centre
Most large student accommodation in Leeds city centre sits in the Arena Quarter, around the Merrion Centre and on the western edge of the city, a short walk from the shops of Briggate, Kirkgate Market and the Corn Exchange. CASL's 548-bed, 24-storey Threadworks on the former International Pool site was completed and occupied for 2025/26 (Winvic, October 2025). Town Centre Securities won unanimous approval for 1,039 beds in a 37-storey tower and the conversion of Wade House at the Merrion Centre (Place Yorkshire, June 2025), and Tri7 and Fusion Group have consent for 807 beds on The Core shopping centre site (StuRents, March 2024). A 108-bed conversion of four former office buildings, operated by Prestige Student Living, was completed in 2025 (Global Student Living, November 2025).
Woodhouse and Little Woodhouse
The streets around the University of Leeds campus and between it and the centre, where walking time to lectures is shortest and students pay for proximity. Leeds Beckett University's City Campus and Leeds Arts University are close by, and Woodhouse Moor lies between the university and Hyde Park.
Hyde Park
Hyde Park is a dense student HMO area between the university and Headingley, inside the 2012 Article 4 area, so new shared houses need planning permission. Many Leeds students move from halls into Hyde Park or Headingley shared houses after first year, and that is the competition a PBSA building for returning students has to beat on price, living space and quality. Hyde Park's controlled supply of new HMOs supports modern student living schemes nearby.
Headingley
The historic student suburb and site of Leeds Beckett's Headingley campus. It is also inside the Article 4 area, so the supply of new shared houses is controlled.
Horsforth
Home to Leeds Trinity University, a smaller, more suburban market to the north-west.
How does West Yorkshire's largest council plan for student housing?
Leeds' HMO Article 4 direction came into force in February 2012, removing permitted development rights for HMO conversions in areas including Headingley, Hyde Park and Woodhouse, Kirkstall, City and Hunslet, and Chapel Allerton (Leeds City Council). Core Strategy policy H6 governs HMOs and student accommodation, and the council says it does not set a numerical threshold for a harmful concentration of HMOs; it judges harm on the evidence (Leeds City Council).
For PBSA, that means no fixed needs quota to satisfy, but a planning case that still has to address location and amenity. Tall city centre schemes also need Gateway 2 approval under the Building Safety Act before construction can start. See our guide to PBSA planning and use class.
What do rents and voids say about the market around the University of Leeds?
Student accommodation rents in Leeds are high for a regional city. The University of Leeds lists a mean of £198 a week for its own self-catered residences in 2026/27, against £210 for private self-catered accommodation (University of Leeds, 2026/27 provisional), and StuRents listings average £168 a week for PBSA studio and cluster properties against £132 nationally (StuRents, accessed September 2026).
The risk is on the other side. Knight Frank recorded marginal PBSA rent falls in Leeds, with Sheffield, Nottingham and Glasgow, in the year to September 2025 (Knight Frank, 2025), and HEPI named Leeds among the cities with some of the highest void rates, where analysts have flagged oversupply (HEPI, April 2026). HEPI also found Leeds and Nottingham together hold about 29% of new-build pipeline bed spaces outside London. We have not found a verified Leeds occupancy percentage for 2025/26.
Expect a lender to ask for rent evidence at your price point, a letting record for comparable schemes, and a clear answer to why your beds fill before the ones already open. Premium city centre studio stock near the University of Leeds reads differently from a building that depends on Leeds Beckett's shrinking intake of students.
How do we arrange funding for a student scheme in Yorkshire and the Humber?
Leeds is an active market for refinance and conversion finance as well as new build. Secure Trust Bank Real Estate Finance provided a £44.3m three-year refinance and stabilisation facility across three PBSA assets in Glasgow, Sheffield and Leeds (Property Reporter, April 2026), and Pluto Finance provided a £12.5m bridge-to-development loan for an office to PBSA conversion in Leeds (Pluto Finance, December 2024). Naming a lender here describes the market; it does not mean we have a relationship with it.
Other Yorkshire markets face similar supply questions; see our Sheffield page.
