Sheffield is the clearest case of PBSA oversupply in a major UK city: around 1.2 students per purpose-built bed, falling student numbers and the largest rent fall in the country in 2025/26. Finance here is mostly about refinancing and repositioning existing buildings, and any new scheme needs an unusually strong case.
What is still coming through the Sheffield planning pipeline?
We found no new purpose-built student accommodation applications in the council planning exports we cover for the 12 months to H1 2026. Over the same period, 10 applications sought to convert homes into student HMOs.
Source: council planning exports, classified by us. Individual case references are withheld. Applications, not completions.
City-level detail, including sales in the student postcodes and lending by type of lender, is in the H1 2026report on our sister site: Sheffield student accommodation report. For the national picture and trends, see the UK PBSA market report, H1 2026.
Why is the City of Sheffield oversupplied with student beds?
Purpose-built student accommodation supply in Sheffield ran ahead of student demand for a decade, and the number of students has now fallen. The evidence is consistent across sources:
Cushman & Wakefield described the 1.21:1 ratio as unprecedented in a major market, and attributed it to falling international postgraduate demand and affordability constraints (Property Investor Today, October 2025). Savills' earlier count, 1.7 students per bed in April 2024 against a 2.7 average across 20 markets, already put Sheffield among the best-supplied cities (Savills, April 2024). Unite Students has said its vacancies are concentrated in Leicester, Nottingham and Sheffield (Unite Group, 2026).
None of this was a surprise. A study of Sheffield student accommodation commissioned by the city council from Cushman & Wakefield counted 28,710 PBSA bed spaces in 2021/22, a ratio of 1.4:1 against a healthy benchmark of about 2.0:1, and over 2,400 bed spaces offering cashback incentives in 2021. It modelled that building 1,477 beds a year would take the city to 1.0:1 by 2029/30 and flagged the risk of oversupply (Sheffield City Council, December 2021).
Where does PBSA sit in Sheffield, England?
Sheffield city centre
Sheffield city centre, from the Heart of the City and West Street to the Sheaf Valley around Sheffield Hallam's City Campus, holds much of the modern student accommodation, from a single studio apartment to cluster flats where students live with friends. Location is the first thing a lender checks. In an oversupplied market, lenders look hard at walking distance to teaching when they judge a building's letting risk.
St Vincent's Quarter
North-west of the centre and a large PBSA cluster. The 27-storey Calico tower on Broad Lane and Hollis Croft was approved to house more than 500 students (Sheffielder, December 2020); we have not verified its current status from a dated source.
Kelham Island
A former industrial quarter where student living schemes sit alongside build to rent property, which gives owners a possible alternative use for the building.
Broomhall and Broomhill
Broomhall, where many Sheffield student households live, lies between the centre and the University of Sheffield, and Broomhill is the student suburb next to it; the walk to campus is short from both. Crookes, further west of the University of Sheffield, is another student residential area of shared houses.
Ecclesall Road
Hallam's Collegiate Campus and a market of student HMOs.
What do rents in South Yorkshire's largest city tell a lender?
The University of Sheffield charges £179.97 to £208.95 a week for city undergraduate halls on 42-week contracts in 2026/27 (University of Sheffield), and Sheffield Hallam lists £96 to £185 a week (Sheffield Hallam University). The last dated StuRents city average for private student accommodation properties was £138.57 a week per room excluding bills, in October 2024 (StuRents). There is no verified 2025/26 occupancy figure for student property in the city; nationally, StuRents put private PBSA occupancy at 85.4% for 2025/26 (HEPI, April 2026).
Set against build costs, those rents explain why development has slowed. Unite says weekly rents now need to exceed £300 for new development to be viable outside London (Unite Group, July 2026). Private student accommodation in Sheffield city centre lets well below that, which is why most Sheffield student property finance now funds existing buildings rather than new ones.
How does planning in Sheffield, UK affect student housing?
Sheffield's HMO Article 4 direction has applied to student house conversions since 10 December 2011, so converting a house to a shared student house for three to six people needs planning permission within the area. Controls on new HMOs do not by themselves fill empty PBSA rooms, but they limit one source of competing student property. Core Strategy Policy CS41 restricts further conversions where 20% or more of homes within 200 metres are already HMOs (Sheffield City Council). A new Local Plan is in progress; we have not verified its adoption or any new PBSA policy, so we check the position scheme by scheme.
What finance works for student accommodation in Yorkshire and the Humber?
In an oversupplied city, the finance question is less about building and more about holding, refinancing and repositioning. Lenders are still active: Secure Trust Bank Real Estate Finance provided a £44.3m three-year refinance and stabilisation facility across three PBSA assets in Glasgow, Sheffield and Leeds (Property Reporter, April 2026). Naming a lender here describes the market; it does not mean we have a relationship with it.
- Refinance: lenders size on trading income, so they will want the last two letting cycles, the incentives given to fill rooms each year and the booking position for the 2026/27 year, room by room.
- Stabilisation: for a student property recovering occupancy after an operator change or refurbishment.
- New development: new student accommodation only with a clear edge each year, such as university backing, a nomination agreement or an under-supplied room type, and rent evidence to match.
