London has the deepest student housing demand in the UK and the most demanding planning regime. Every scheme is shaped by the affordable student accommodation rules in London Plan policy H15, soon to be replaced by draft policy HN5. Lenders underwrite the whole rent roll, including the capped affordable rooms, the nomination agreement and the Building Safety Act programme for tall blocks.
What is in the student bed pipeline across the London boroughs?
15 purpose-built student accommodation applications were lodged in the 12 months to H1 2026: 5 approved and 10 pending. Applications that state a bed count total 398 beds. Over the same period, 370 applications sought to convert homes into student HMOs.

Why is student housing demand so deep in London, England?
London is home to more than twenty universities and specialist institutions, including University College London, King's College London, Imperial College London, the London School of Economics, Queen Mary, City St George's, University of London and the University of the Arts London. Savills counted 3.6 full-time students per PBSA bed in London in April 2024, against 2.7 across the 20 markets it studied (Savills, April 2024).
The capital is also where new student accommodation is growing fastest. London delivered 4,350 new PBSA beds in 2025, the most of any UK city, and had 14,600 beds under construction at the end of that year (Knight Frank, February 2026). Lichfields counted more than 26,000 PBSA bedrooms approved across London since the London Plan was adopted in 2021, with more than 19,600 more in applications awaiting a decision (Lichfields, August 2025).
Rents for students reflect the shortage. The average London PBSA rent reached £13,595 a year in 2024/25, up 18% over two academic years (Property Week, citing Unipol and HEPI, August 2025). Prime direct-let London student housing traded at about a 4.75% net initial yield in Q2 2026 (Knight Frank, Q2 2026).
Where does purpose-built student accommodation get built across Greater London?
Student accommodation in the capital follows the campuses and the transport links, so PBSA locations cluster in a handful of areas. The draft London Plan treats a 30-minute walk, cycle or public transport journey to a higher education provider as well connected (GLA, Draft London Plan 2026). These are the ten boroughs we track.
London Borough of Camden
Bloomsbury, King's Cross and Euston hold the UCL, SOAS and Birkbeck cluster. Camden's draft Local Plan counts about 13,000 PBSA bedspaces, notes only around 500 student rooms delivered from 2016 to 2024, and targets 200 additional places a year (London Borough of Camden, April 2025). A 294-home scheme at 100 Chalk Farm Road, with 264 student bedrooms and 30 affordable homes, was reported approved in September 2024 (Housing Today, 2024).
City of London
Small plots and office values define student accommodation in the Square Mile, where students from City St George's and the central universities live close to campus. The 65 Fleet Street office-to-student retrofit of more than 850 beds was approved in October 2024 (Construction Enquirer, 2024), and Standard Chartered was reported providing £250m of financing for it in May 2026 (GSL, May 2026).
London Borough of Islington
Holloway, Archway and Angel serve London Met and City St George's. Islington limits new PBSA to allocated, existing or campus sites, and requires an annual bursary of 2.4% of rental income for 30 years (Islington Council, Local Plan main modifications, 2023). The refused 242-bed Archway Campus scheme was called in by the Mayor in March 2025 (Architects' Journal, April 2025).
London Borough of Tower Hamlets
Mile End, Stepney, Whitechapel and Bethnal Green serve Queen Mary University of London. A 520-bed application for the former LEB Building on Cambridge Heath Road was submitted in February 2026 (Construction Enquirer, February 2026).
London Borough of Southwark
Elephant and Castle, Borough and Bankside serve King's, London South Bank and LCC. Southwark approved 3,758 PBSA bedrooms from 2021 to April 2025, the most of any London authority (Lichfields, August 2025). LSE's 1,944-bed Bankside House redevelopment was approved in March 2026 (Architects' Journal, March 2026).
City of Westminster
Marylebone and the Strand serve Westminster, King's and LSE. The City Plan supports well-managed PBSA secured by nomination agreements and protects existing student stock (Westminster City Council, April 2021). The draft London Plan sets Westminster no new PBSA target.
London Borough of Newham
Stratford and the Queen Elizabeth Olympic Park serve students at UEL, UCL East and Loughborough London in East London. A 692-bed, 31-storey scheme at 302 to 312 Stratford High Street was approved in November 2025 with 35% at capped affordable rents (Dominus, November 2025).
Royal Borough of Greenwich
Greenwich and Woolwich serve University of Greenwich students, and Woolwich is becoming a student living location again. Woolwich schemes include 332 beds at Riverside House, approved in January 2025 with a target completion of September 2027 (The Greenwich Wire, January 2025), and 299 rooms under construction on Beresford Street (Murky Depths, September 2025).
London Borough of Ealing
Ealing approved 2,762 PBSA bedrooms from 2021 to April 2025, the third highest in London (Lichfields, August 2025). Much of it sits in North Acton, where the OPDC is the planning authority: a 609-bed tower was consented in 2025 (Ealing.News, May 2025).
Royal Borough of Kingston upon Thames
Kingston town centre and Penrhyn Road serve Kingston University students, with purpose-built student accommodation close to the town centre. The borough's new Local Plan is due for submission by December 2026 (Royal Borough of Kingston upon Thames), and the draft London Plan sets it a 300-bedspace PBSA target.
How do London Plan H15 and draft policy HN5 shape student schemes?
Affordable student accommodation is a PBSA bedroom let at or below 55% of the maximum London maintenance loan for living costs. Under policy H15 of the London Plan 2021 and the Mayor's PBSA London Plan Guidance, a scheme with at least 35% affordable student rooms, or 50% on public or suitable industrial land, can take the fast-track route. Below that, the affordable offer is tested through viability (GLA, PBSA London Plan Guidance, October 2024). Affordable rooms are secured through a nomination agreement with a university.
The draft London Plan 2026, out for consultation until 15 October 2026, replaces H15 with policy HN5, Managing specialist accommodation. It sets the first borough-by-borough PBSA targets: 31,549 bedspaces across London for 2027/28 to 2036/37. Examples include Ealing 2,003, Greenwich 1,741, Southwark 1,737, Newham 1,576, Tower Hamlets 1,482, Camden 725 and Islington 300. PBSA counts towards housing targets at 2.5 bedspaces per home. The fast-track affordable student threshold follows the plan's location bands: 35% in band A, 25% in band B and 20% in band C (GLA, Draft London Plan 2026).
| Policy | What it requires | Why it matters to the debt |
|---|---|---|
| H15 and the PBSA LPG | 35% affordable student rooms for fast track; nomination agreement | Caps rent on a third of the rooms |
| Draft HN5 | Borough targets; affordable percentage by location band | Changes viability by location from 2027 |
| Islington | Bursary of 2.4% of rental income for 30 years | A fixed deduction from net income |
| Southwark Plan P5 | Direct let: 35% conventional affordable homes plus 27% affordable student rooms | Direct-let schemes carry both costs |
What do international students and affordability mean for student living in London?
International students are a larger share of demand in the capital than anywhere else. Our HESA-based monitor records international students at roughly 36 to 43% of full-time students in the central boroughs we track, including Camden, Westminster, Islington, Southwark and Tower Hamlets (HESA 2023/24, approximate). That makes London student accommodation more exposed to visa policy. Sponsored study visa applications in the year to August 2026 were 360,700, down 16% (Home Office, September 2026), and an international student levy of £925 per student per year is due from 1 August 2028 in England (Department for Education).
Affordability is the other constraint. At £13,595 a year, the average London PBSA room already costs more than many students can borrow, which is why the affordable student accommodation rules exist. Operators compete on the types of room, the cost per week, the social and community space and the transport links to campus as much as on location. Lenders ask to see how a new scheme's rents compare with the Greater London Authority's affordable rent level, with university halls such as Queen Mary University of London's Mile End residences, and with the other private blocks in the same area.
Financing student housing in London, UK
We arrange development finance, forward funding, stabilisation and investment debt for London student accommodation. Development finance is typically 60 to 70% of cost, capped at 60 to 65% of gross development value, and investment debt runs at 55 to 65% LTV, all subject to status, valuation and lender criteria. London lenders focus on three things.
- The blended rent roll. Market rooms and affordable rooms valued separately, with the nomination agreement's term and pricing tested.
- Building safety. Most London schemes are towers and higher-risk buildings. The Building Safety Regulator's median new-build approval time fell to 22 weeks in June to August 2026, from 43 weeks a year earlier (Building Safety Regulator, September 2026), but the programme still needs gateway time built in before the September term.
- Planning obligations. Section 106 costs, conventional affordable homes on direct-let schemes and borough bursaries, all priced into the appraisal.
Lenders publicly active in London PBSA include NatWest, which provided a £190m green development loan to urbanest at Albert Embankment, Vauxhall, in September 2026. Nuveen provided a £151m senior term loan refinancing Urbanest Battersea in May 2025, and Investec a £47m investment loan refinancing a 226-bed Elephant and Castle scheme in June 2026. Naming a lender here describes the market; it does not mean we have a relationship with it.
We are a finance arranger and introducer, not a lender. Nearby university cities include Cambridge.
