Specialist PBSA finance across England

We arrange development finance, forward funding, stabilisation, investment and bridging finance for PBSA (purpose-built student accommodation) property in every English university city. England has its own planning, tenancy and building safety rules, and lenders test all three.

Student accommodation finance by city in England, United Kingdom

What student accommodation finance do we arrange across England's university cities?

We are a finance arranger, not a lender. For each developer, operator and investor in English student property, we consider the types of finance each stage of the project needs, from site to refinance, and run a competitive process for the funding across the lenders whose criteria fit.

PBSA finance products and indicative terms

Illustrative, not an offer of finance. All lending is subject to status, valuation and lender criteria. Pricing is set over SONIA or the swap rate, according to leverage, stage and sponsor.

Student accommodation property finance in England is unregulated commercial lending, outside the Financial Conduct Authority's regulated mortgage perimeter. The planning, tenancy and building safety rules below are the ones English commercial lenders test before securing financing for a scheme.

How does student demand split across the regions of England?

English student housing is not one market. We cover university cities in every region of England:

Supply is the dividing line. Savills counted 2.7 full-time students per PBSA bed across 20 UK markets in April 2024, with London at 3.6 and Bristol at 3.5 among the most undersupplied, and Liverpool at 1.8 and Sheffield at 1.7 among the best supplied (Savills, April 2024). Since then the weaker end has shown strain: Unite Students reported its vacancies concentrated in Leicester, Nottingham and Sheffield (Unite Group, February 2026), and Knight Frank recorded marginal rent falls in Sheffield, Nottingham and Leeds in the year to September 2025 (Knight Frank, 2025).

Knight Frank counts around 19,000 beds under construction for 2026/27, 95% of them in Russell Group locations (Knight Frank, Q2 2026). The city and the university matter more than the national headline.

How do English planning rules treat purpose-built student housing?

Student accommodation property has no use class of its own in England. The Use Classes Order lists hostels among the uses outside any class but does not mention student accommodation, so PBSA is generally treated as sui generis (Town and Country Planning (Use Classes) Order 1987, article 3(6)). That means a change of use to or from student property needs planning permission, and permitted development rights for conversion to ordinary homes do not apply.

The National Planning Policy Framework of 17 August 2026 is the first to address PBSA directly (MHCLG, August 2026):

  • HO1(2)(g): development plans should take into account the housing needs of students.
  • HO5(1)(c)(ii): plans should identify sites for purpose-built accommodation for students where there is an identified need.
  • HO9(1)(c): schemes should be located so residents can reach services and education facilities by walking, wheeling, cycling and public transport, provide adequate living, storage and shared space, and be supported by a management plan.

For development finance lenders, that turns local need and location into policy tests. Expect to evidence both, alongside any city policy such as a needs assessment or unit-mix rule. Our guide to PBSA planning and use class goes further.

What does the Renters' Rights Act mean for student accommodation in the United Kingdom's largest nation?

The Renters' Rights Act 2025 ended fixed-term assured shorthold tenancies in England from 1 May 2026. PBSA has a route out: under section 32 of the Act and the Student Accommodation (Miscellaneous Provisions) (England) Regulations 2026, a tenancy granted to a student on or after 1 May 2026 is not an assured tenancy if the landlord, its agent or the building manager is a member of an approved code, such as the ANUK/Unipol code for private PBSA or the UUK/GuildHE code for universities.

Code-member direct lets can keep fixed academic-year terms. PBSA outside a code is let on assured periodic tenancies with no fixed term, so students can leave on two months' notice. For a lender, and for any university nomination agreement, that makes code membership a condition of the income they are funding against. See our Renters' Rights Act guide.

How does the building safety regime in England, UK affect PBSA programmes?

A building of at least 18 metres or seven storeys with at least two residential units is a higher-risk building, and the Building Safety Regulator must approve the design at Gateway 2 before construction starts and sign off completion before occupation. The regulator reported a median approval time of 22 weeks for new-build applications, with 92% approved, in June to August 2026, against a statutory target of 12 weeks (Building Safety Regulator, September 2026). Unite Students says the gateways add six to 12 months to development programmes (Unite Group, February 2026).

For student accommodation development finance aimed at a September opening, that time sits on the critical path and in the interest budget. See our guide to the Building Safety Act and Gateway 2.

Which England-only policy changes will lenders price in?

  • International student levy: from 1 August 2028, higher education providers in England will pay a levy of £925 per international student per year (Department for Education). It applies in England only, and lenders will ask how exposed a scheme's income is to international demand.
  • Second staircases: the change to Approved Document B requiring a second staircase takes effect on 30 September 2026 for blocks of flats with a storey at 18 metres or more, with transitional protection until 30 March 2028 (MHCLG). Gov.uk does not expressly confirm how it applies to PBSA, so we check each tall scheme's design and transitional position with its fire engineer before a lender commits.
  • Viability: Unite Students says weekly rents now need to exceed £300 for new development to be viable outside London (Unite Group, July 2026), which limits new build to the strongest locations.

Which types of lender fund PBSA, from London to the regions?

Every part of the lending market is active in English PBSA, according to public deal announcements. Clearing banks lend on the largest schemes: NatWest provided a £190m development loan for an 897-bed scheme in Vauxhall (NatWest, September 2026). Specialist banks such as United Trust Bank market PBSA lending from acquisition to investment (United Trust Bank, September 2025). Debt funds such as Maslow Capital provide large development facilities, including £116.6m for a 609-bed Wembley scheme (The Intermediary, February 2026), and insurers such as Aviva Investors lend on institutional schemes (Property Reporter, May 2026).

Appetite is broad but not universal: a Bayes Business School survey in mid-2024 found 66% of lenders finance prime student housing, but only 46% offer student housing development finance (Bayes, 2024). Naming a lender here describes the market; it does not mean we have a relationship with it.

Questions

Is PBSA a separate use class in England?
No. PBSA is generally treated as sui generis, outside any use class, so changes of use need planning permission.
Are student lets in England exempt from the Renters' Rights Act?
Tenancies granted from 1 May 2026 by landlords or managers who are members of an approved code, such as the ANUK/Unipol code, are not assured tenancies and can keep fixed terms. PBSA outside a code is let on assured periodic tenancies.
Do you arrange student accommodation finance outside England?
Yes. We also arrange development finance and other funding for projects in Scotland and Wales, where planning and tenancy rules differ.
