Specialist PBSA finance in Stoke-on-Trent

We arrange funding for PBSA (purpose-built student accommodation) in Stoke-on-Trent and North Staffordshire, for schemes serving the University of Staffordshire and Keele University. That covers site bridging, conversion and development finance, and investment debt.

In short

Stoke's student market is shaped by two universities that house many of their own students. Private PBSA here tends to mean conversions of redundant city-centre buildings at value rents, so lenders focus on the conversion cost, the university relationship and a realistic rent roll.

Who needs student housing in the City of Stoke-on-Trent?

Two universities serve the area. The University of Staffordshire (formerly Staffordshire University) has its main campus on College Road in Stoke-upon-Trent, next to Stoke train station. Keele University sits on its own campus just outside the city, in the borough of Newcastle-under-Lyme, and serves the whole of North Staffordshire. Our HESA-based monitor puts full-time students at the two at roughly 23,000, about a fifth of them international (HESA 2023/24, approximate).

A large share of those students are housed by the universities themselves. Keele has more than 2,600 bedrooms on campus (Keele University, November 2025). Staffordshire's Student Village on the Stoke campus has more than 1,000 rooms, and the university guarantees accommodation to eligible first-year students who choose it first (University of Staffordshire). That narrows the first-year market for private operators, and leaves returning students in their later years and postgraduates as the main demand for private student living. Those students look for a room close to campus or to Hanley, with communal areas and social spaces, at a rent below the halls.

We have not found verified figures for Stoke's private PBSA bed stock, occupancy or students-per-bed ratio, so we do not quote one.

What rents can a student scheme in Stoke charge?

The universities set the benchmark. For 2026/27, Keele charges £128.03 a week for a standard shared-hall room, £195.02 for en suite and £231.98 for superior en suite (Keele University, 2026/27 fees). Staffordshire's Student Village runs from £175 to £233 a week, bills included, for en suite rooms to studios (University of Staffordshire).

Those are value rents for student accommodation. Unite Group said in July 2026 that weekly rents now need to exceed £300 for new development to be viable outside London (Unite Group, H1 2026 results). Ground-up new build is therefore hard to justify in Stoke. Converting an existing property, where the land and shell cost less, is how most private student schemes here make the numbers work, with room types weighted to en suite cluster rooms rather than studios.

Where is student accommodation built across North Staffordshire?

Student accommodation in Stoke-on-Trent sits around the University of Staffordshire's College Road campus in Stoke-upon-Trent and in Hanley, while Keele University houses most of its first-years on its own campus.

Stoke-upon-Trent

The home of Staffordshire's College Road campus and the station. Global Student Living reported in July 2024 that Pinnacle Group had been selected as delivery partner for about 700 new Student Village rooms in blocks and townhouses around a social hub (GSL, July 2024). We have not verified its completion.

Hanley

The city centre of the Six Towns. A revised consent to convert the former Hanley police station into 218 student units, up from 161, was reported in November 2024 (GSL, November 2024). An application for 202 student flats replacing empty business units was reported in August 2024, though its outcome was not stated (GSL, August 2024).

Shelton

Between Stoke and Hanley, where terraced houses let to students make up much of the private student property market. It sits close to both the College Road campus and the city centre, which makes it one of the most convenient locations for student life.

Keele

The university campus in Newcastle-under-Lyme borough. Most first-year Keele students live on campus. Our planning monitor, which covers Newcastle-under-Lyme, logged 13 applications to convert homes into student HMOs in the twelve months to mid-2026 and no new PBSA applications.

What planning tests apply to student schemes in the Potteries?

Stoke-on-Trent City Council is a unitary authority within the ceremonial county of Staffordshire. We have not verified a Stoke-specific PBSA policy or Article 4 direction for HMOs, so we do not state one. Schemes are assessed against the local plan and national policy.

Nationally, the National Planning Policy Framework of 17 August 2026 asks local plans to assess students' housing needs and identify sites for purpose-built student accommodation. It expects PBSA to be within easy walking, cycling or public transport reach of education facilities, with adequate space and a management plan (MHCLG, NPPF 2026). A conversion close to the College Road campus or on a direct route to Keele fits that test well.

Financing student conversions and schemes around the University of Staffordshire

We arrange bridging to buy a vacant building or consented site, development and conversion finance at typically 60 to 70% of cost, capped at 60 to 65% of gross development value, and investment debt at 55 to 65% LTV on a let block. All lending is subject to status, valuation and lender criteria.

  • Conversion risk. A measured survey, a fixed-price contract and a contingency for the surprises that come with older buildings.
  • Rent evidence. A rent roll benchmarked against the Keele and Staffordshire hall rates, not against larger cities.
  • University relationship. A nomination agreement, or evidence of demand from returning students and postgraduates.
  • Exit. A realistic regional investment yield, or a sale to an operator.

We are a finance arranger and introducer, not a lender. Nearby markets: Derby, Wolverhampton and Birmingham.

Questions

What is classed as purpose built student accommodation?
Purpose built student accommodation is a building designed, or converted, and managed for students, let by the room in cluster flats or studios with shared facilities and on-site management.
Is purpose-built student accommodation in Stoke-on-Trent a good investment?
It depends on the entry price. Rents are value-led, with university halls from about £128 to £233 a week for 2026/27, and the universities house many of their own students. Conversions bought well can work; expensive new build is harder.
Who is the biggest student landlord in the UK?
Unite Students is the largest. After buying Empiric Student Property in January 2026 its combined portfolio was 71,000 beds across 29 cities (Unite Group). See our guide to the biggest PBSA providers in the UK.
